One Focus at a Time: Why a Single Goal Beats a Long List
Goal-setting research, formative assessment and cognitive load all point the same way: one specific, reviewed focus per cycle outperforms a list of twelve targets.

Open a typical individual education plan and you will often find eight or twelve targets, faithfully recorded and quietly ignored. The problem is not commitment; it is arithmetic. Attention, working memory and lesson time are finite, and a long list spreads all three too thin to move any single item far. The evidence from goal-setting research points to a sharper discipline: one focus at a time, made specific, pursued until reviewed.
What goal-setting research shows
Locke and Latham’s programme of research — spanning four decades and hundreds of studies — established two findings with unusual consistency: specific, challenging goals produce better performance than vague exhortations to “do your best”, and the effect holds only when feedback shows progress against the goal. Both findings argue against the long list. Specificity is expensive to maintain across twelve targets; feedback is impossible to give well on all of them at once. One well-chosen goal can be specific, challenging and tracked — which is precisely the combination that works.
Feedback needs a focus
Black and Wiliam’s review of formative assessment, Inside the Black Box (1998), showed substantial learning gains when classroom practice centres on evidence and feedback tied to clear success criteria. But feedback is only usable when the learner knows what it refers to. A single agreed focus gives teacher and pupil a shared object of attention: work is gathered against it, progress is visible against it, and the review conversation has a subject rather than a scatter.
The cognitive case
Sweller’s cognitive load research adds the learner’s-eye view: working memory is narrow, and attempting to improve many things simultaneously overloads it, especially during complex work. Concentrating effort on one improvement at a time lets deliberate attention do its job until the new skill becomes automatic — at which point capacity is freed for the next focus. Sequential beats simultaneous, not as a slogan but as a description of how working memory operates.
What a cycle looks like
In our framework each review cycle carries one meaningful focus per learner: chosen with the learner from the evidence, phrased so that success is recognisable, supported by challenge that fits it, and reviewed on a fixed date. Achieved, it is banked and replaced; not yet achieved, the approach is adjusted rather than the goal multiplied. Over a year this produces four or five genuinely completed improvements — a record that outperforms any list of twelve intentions.
